Sealed Proposals will be received by Heidelberg Borough at the Borough Building, 1631 E. Railroad Street, Heidelberg, Pennsylvania 15106 until 2:00 p.m. prevailing time on Tuesday, September 10, 2019 for: 4TH STREET PAVING
Base Bid
Pavement Maintenance on 4th Street including the following approximate quantities: 1,000 SY of 3.5” +/- Rotomilling and Profiling, 50 SY of Soft Spot Repair, 125 TON of 2” of 19 mm Superpave Binder (0-0.3 ESAL’s), 1,000 SY of 1.5″ 9.5 mm Fine Grade Superpave Wearing Course (0-0.3 ESAL’s, 8 MH/Inlet Adjustments, Line Striping, Traffic Control, Resident Notification and Restoration.
Add Alternate No. 1
Pavement Patching at multiple separate locations as directed by the Borough with up to 6” of 19mm Superpave Binder (0-0.3 ESAL’s), Traffic Control and Resident Notification.
Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words “4TH STREET PAVING“.
All bidders shall be PennDOT pre-qualified and submit their PennDOT Pre-Qualification Certificates as well as the Anti-Collusion Affidavit with the Proposal in order for the Proposal to be considered responsive.
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 100 McMorris Drive, Pittsburgh, PA 15205 where sets of said documents may be obtained upon payment of $50.00 per set. No refund will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed.
Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman’s Compensation must be filed with the executed Agreement.
Pennsylvania Prevailing Wages must be paid on this contract.
Proposals to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Heidelberg Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.
All proposals must be in the hands of Janice Adamski, Borough Manager, Heidelberg Borough, 1631 E. Railroad Street, Heidelberg, PA 15106 on or before September 10, 2019 at 2:00 p.m. prevailing time and the same will be opened and read publicly immediately thereafter. The Proposals must be made to Heidelberg Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Proposal guarantee.
The Owner reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
The Bidder is advised that the Borough will award the contract to the lowest responsible pre-qualified bidder based on the total bid submitted for all streets listed. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible pre-qualified bidder a contract for all or any portions of the streets listed in the proposal, and in awarding a contract for less than the total streets listed, or less than all portions of the streets listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
